the United States Agency for International Development (USAID), and implemented
by Chemonics International Inc. is seeking proposals from qualified
organizations interested in providing Employment Support Services to People
Living with HIV (PLHIV) and High Risk Individuals (HRIs) including recovering
drug users, Methadone patients, and sex workers in Ha Noi, Hai Phong and Ho Chi
Minh city as described in the attached solicitation.
Chemonics
plans to award a subcontract issued on a fixed price basis with a total
estimated cost in the range of one hundred fifty million (150,000,000.00) Viet
Nam Dong covering three months for services provided in Ha Noi, Hai Phong and
Ho Chi Minh city, subject to availability of funds. Depends on the availability
of funding, the subcontract can be renewal. It is possible for Offerors to submit
a proposal to offer its services in any one
of the above cities or in all three.
Revealing the total estimated cost for the subcontract does not mean that
Offerors should necessarily strive to meet the maximum amount. Offerors must
propose costs that they believe are realistic and reasonable for the work. Cost
proposals will be evaluated as part of a best value determination for
subcontract award, including cost effective approaches to achieve results. Initial
proposals should represent the best possible and most competitive terms
available.
Should
further Amendments be necessary, potential bidders will be notified via email. It
is the responsibility of the recipient of this solicitation to ensure that the
solicitation has been received from the internet in its entirety. USAID nor the
HIV Workplace Project bears no
responsibility for data errors resulting from transmission or conversion
processes.
Submission
If
your organization decides to submit a proposal in response to this
solicitation, it must be submitted in accordance with the RFP at the designated
place and time indicated. Any proposal not received in the designated office
listed below by the closing date and time will be rejected and returned to the
bidder at the discretion of the USAID HIV Workplace Project. Proposals,
and modifications thereto, shall be submitted in sealed envelopes with the name
and address of the offeror and the RFP number inscribed thereon to:

Proposals
shall be prepared in two separate parts: the Technical Proposal shall address
technical aspects only while the (Business) Cost Proposal shall present the
costs and address related issues.
Offerors
shall submit an original and two (2) copies of their Technical Proposal in a
sealed envelope which is clearly marked as being in response to this RFP.
Offerors shall submit an original and two (2) copies of their (Business) Cost Proposal
separately in a sealed envelope indicating that it is in response to this RFP
and contains cost information. A copy of proposals shall also be submitted
within the sealed envelopes on electronic medium (CD) with text in WORD and
budgets in EXCEL. Proposals must be signed by an official who is authorized to
bind the organization.
It
is possible that oral discussions, either in person or via teleconferencing,
will take place with those Offerors whose proposals are determined to be in the
competitive range. Discussion questions will be sent to the concerned Offerors
prior to the actual discussions. Specifics concerning how the discussions will
be conducted will also be arranged at that time.
Questions
Any
questions regarding this RFP should be received no later than 05/06/2010, at 17:00
Ha Noi time, in writing only. No

Oral
instructions, explanations, and video conferences given before the award of the
contract resulting from this solicitation shall not be binding.
Issuance
of this solicitation does not in any way obligate Chemonics to award a contract
nor does it commit Chemonics to pay for costs incurred in the preparation and
submission of a proposal. Furthermore, Chemonics reserves the right to reject
any and all offers, if such action is considered to be in the best interest of
Chemonics.
