Measuring Women’s Empowerment

This paper presents a review of the literature on how in reality women have been disempowered and empowered in various parts of the world as a result of structural violence. This conflict-based analytical approach provides powerful instruments for practitioners to deal with issues of women's empowerment in their daily work. This paper presents also a perspective on empowerment which is relevant to work by the Rural Development Services Centre (RDSC). The paper proposes a framework for empowerment measurement in RDSC’s work environment.

Notes on the Basic Orientation-Workshop on ADB Operations in Vietnam, Hanoi, October 25-27

In October 25-27, 2006, twenty NGOs gathered in La Thanh Hotel, Hanoi, Viet Nam to share knowledge and reflection on roles of NGOs in engaging with ADB and other IMF institution. The Basic Orientation-Workshop on ADB Operations was sponsored by the NGO Forum on the ADB
and co-sponsored by the Rural Development Services Centre (RDSC). At the workshop, the ADB country representative and staffs gave a presentation about ABD operations in Vietnam, potentials and areas for NGO engagement. Results of the workshop participants are presented in this note.

Expansion of the Community Services: Case of Veterinary Co-operatives in Phu tho

There is a particular interest in understanding the roles and development of the Top-down agencies, especially in Creating Security, for a successful development intervention to expand. Oftentimes, it is not clear who are the Top-down agents that can facilitate the expansion phase. What roles the Top-down agent should play to make the expansion process successful.
Among NGOs often the Bottom-up is seen as negative, and connected to the government or big donors, such as international financial institutions. Therefore, much attention is given to the Bottom-up and Outside-in components in development that they support. This can be a reason why NGOs’ programmes often do not scale up.
This paper, using a case study of Rural Development Services Centre-supported community-based veterinary services, show while all three partners are important in development, the Top-down component has special role in expansion phase. Furthermore, this paper demonstrates that the roles of the top-down agent can be played by an NGO, and how these roles can be played in early phases of the scaling-up process, as RDSC experiences it.

Opportunity for Tripartite Development Approach in Kon Tum

Like a living body, a community lives with an external environment, which may contain forces, non- or intentionally act to change it ways of life. The interaction between the external forces and community often result in changes, but the way of interaction decides if the change is positive and lasting. Kon Tum is a province poorest in Vietnam, where RDSC works. There is an opportunity for the government as a top-down agency, and NGO as a side-in party, and community to work together for effecive poverty reduction.

IDMA Apr 2006. RDSC/IDMA trainers are well qualified. The training team has a strong backgrond in compentency-based training approach for adults. The team has strong experience in training for project officers of international and local NGOs, as well as, leaders of community-based organisations.
