Duty Station: Hanoi Office with periodic travels to project sites

Report to: Director, RDSC or designated person
Duration: 24 months, with possibility of extension

Deadline for application March 15, 2008;

Start date: April 2, 2008

Duties and Responsibilities

The Administration/Finance Officer will work under the direct supervision of the RDSC Executive Director, in completing the following duties:

1. Accounting and financial management

1. In consultation with the Director to set up the financial reporting and monitoring system of the project.
2. Maintain records of all RDSC expenditures, keeping them transparent and up-to-date and always ready for inspection.
3. Prepare requests for payment, project procurement forms and purchase orders for signature by the Director
4. Be responsible for overseeing the preparation of petty cash statements.
5. Be responsible for the preparation of all financial reports to the RDSC and the government counterpart, and to other agencies and organisations as requested.
6. Assist with preparation of budgetary revisions and requests when requested.
7. Maintain updated inventory of all project equipment (e.g. machinery, electrical, furniture, miscellaneous).
8. Conduct physical inventory checks twice per year or when requested as needed, (ie. includes going to project sites to check inventory).
9. Liaise with local bank on related issues.
10. Supervise and report to the RDSC Hanoi on financial transactions such as banking and payment of RDSC Kon Tum bills.
11. Maintain accurate records of leave taken and due for all staff.
12. Supervise local staff in the correct maintenance of project records, including equipment inventories, shipment forms and duty log-books.
13. Provide regular reports on status of finances, equipment, project offices.
14. To act as the project Leave Monitor in preparing and updating monthly leave records.

2. Administration


15. Liaise between the project and government and donors, and other relevant key players on relevant project matters.
16. With the timely and efficient assistance of relevant project site staff through their reporting obligations maintain, update and safeguard the project’s main filing system in the Hanoi office (both hardcopy and electronic files).
17. Assist RDSC in preparing direct contracts and sub-contracts for project activities.
18. Assist with visa, custom clearance and insurance of project personnel and equipment when required.
19. Assist with the planning, logistics and organization of study tours, seminars, training, consultancies and meetings (that can be done from Hanoi).
20. Assist the RDSC Kon Tum in maintaining, and updating a Management Information System (MIS) database by ensuring and coordinating among all project staff a sufficient collection of data at the project sites and timely and comprehensive feedback to the MIS.
21. Other tasks as directed by the the Director

3. Minimum Qualifications Required

Remark: These skills and compentencies are to be tested at the job test and three month probation period.

- Vietnamese national with ability to speak and write in English;

- University degree with at least 2 years working experience in accounting or finance;
- Demonstrated experience in rural development (s) with basic office management and financial administration tasks and duties

- Experience in using computerised accounting is desired. along with a good command of word processing and spread sheets;
- Experience working as part of a multi-disciplinary team, particularly within international agencies and/or organisations;
- Demonstrated skill in working with colleagues and collaborators of different national and cultural backgrounds;
- The position demands a person with high integrity and transparency in his/her working routines;
- A non-biased attitude towards ethnic minority groups is required;
- Knowledge of a ethnic minority language in the North is considered an advantage.

The candidate should also be physically fit to be able to undertake (irregularly) tasks under presure and travel to remote and difficult mountainous regions; be prepared to work away from RDSC Hanoi office during missions to the project villages when requested; to be able to work independently and as member of a team, and sometimes to work under difficult working and living conditions.
