An exploration into the first ADB-financed hydro-power project in Vietnam
This survey report is made to give an account of a three day trip made in from 24 to 26 January 2008, as an exploration to an area, hosting the Song Bung 4 Hydro Power Project to be finance by the Asian Development Bank (ADB). The multi-disciplinary team[1] is made of two researchers from Rural Development Services Centre (RDSC), a local Non-Governmental Organisation (NGO), one from Bank Information Centre (BIC), and one from Foundation International for Development and Relief (FIDR, a Japanese NGO). The purpose of this visit is to make a rapid assessment of how ADB and its partners adhere to their policy on information disclosure and public consultation, as well as social and enviromental and ethnic minority safeguard policies.

Non-profit organisations are a disctinct group, which has a number of features in their organisational design, and operations. At the stage of its formulation, in 1994, RDSC took the best practices in designing its organisations as a non-profit entity in an environment, where there was a lack of legisations regulating the non-profit sector. The organisation has consistantly been pursueing these principles.

First quarter review, 2nd Phase of the Phu Tho Programme, 2008
In agreement with ICCO, the project “Strengthening participation of the citizen in socio-economic planning in Phu Tho province” was completed in Oct 2007. The second phase of the project is proposed to further consolidate the achievement of the first three years and support the local community in taking over the programme management in a more focused approach. The second phase plan was submitted to ICCO for financial support in the last quarter of 2007 and it is under a positive discussion. This paper is to review the project concepts of the second phase in Phu tho, and the progress in the first quarter of its implementation.

UNDP - Asia Pacific Human Development Academic Fellowship
The human development approach puts people at the centre of development. It recognizes economic drivers for change but goes beyond them to raise issues of enlarging human capabilities and expanding people’s choices.

The objective of the Academic Fellowship is to encourage young Ph.D. students from the Asia Pacifific region to analyse critical development issues from a human development perspective, contributing to development theory, applications and policies. Thus, the Fellows are expected to push the frontiers of research on human development while analyzing, through the human development lens, issues directly or indirectly related to human development. The research must focus on a well-defifined aspect of human development under the theme selected for the year and can be theoretical, applied, policy oriented, or a combination.

The U.S. Embassy is pleased to announce the Democracy Small Grants Program for fiscal year 2008.

The purpose of the program is to assist countries around the world to strengthen democracy, human rights, civil society, and rule of law, and to combat extremism in their countries by making grants of up to $20,000 to local non-governmental and not-for-profit organizations.

Proposals must support program activities that promote democratic practices, including civil society; freedom of information and independent media; transparency in government; NGO capacity building; rule of law and judicial reform; civic education; conflict resolution; human rights; ethnic, minority and women's rights.

Please see below the application form for the 2008 Democracy Small Grants Program. Please send your proposals to the U.S. Embassy, Public Affairs Section at #7 Lang Ha Street, Hanoi by 17:00 pm, June 27, 2008. Final selections will be announced by August 25, 2008.
